### Responsibilities

The successful selectee will perform the following duties:

* Serve as contracting specialist for acquisition planning, preparation of price/cost analysis for designated actions, formulating negotiation strategy and objectives, and negotiating all types of contracts with highly complex and highly technical requirements

* Perform procurements that cover both cost reimbursement and fixed price contracting

* Principal liaison with one or more major customers

* Assist in training and developing of contracting interns and trainees

**Requirements:**

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field Contracting at Level III. If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

This position is a designated as Critical Acquisition Positions (CAPs). In addition to DAWIA certification requirements, individuals selected for CAP must also be a member of the Acquisition Corps, become a member, or obtain a position waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position. ### Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees **AND**

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

**NOTE:**The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing some or all of the following duties: 1) Collaborate with customers to develop acquisition

strategies, refine acquisition support agreements, and incorporate new developments ; 2) Mentor Contracting personnel in developing acquisition strategies, and in planning, analyzing, negotiating, and awarding the full range of contracting actions; 3) Develop and execute a comprehensive plan to generate contractual instruments responsive to customer requirements with a substantial number of competing demands; and 4) Plan and carryout long-term pre-award and post-award procurement actions to procure systems where limited contractual precedents exist serving as guidance in developing or modifying procurement strategies or pricing structure.
