Responsibilities
You will be a hands-on technical Cybersecurity Specialist responsible for executing, implementing, and monitoring the Pacific Missile Range Facility (PMRF) cybersecurity program.
You will work with Range Systems Department system managers/owners to keep their computer information systems secure and maintain accreditation.
You will identify and resolve highly complex cybersecurity issues to keep information secure, allowing PMRF Information Systems and Range Senor/Data Collection/Communication systems to operate nominally.
You will implement network control mechanisms to manage vulnerabilities within the Range information processing infrastructure.
You will train system users, promote security awareness, and develop procedures to implement security measures to protect information systems and information processing assets.
You will monitor PMRF sensor performance and data networks in an effort to avoid and potential cybersecurity issues or violation.
You will scan networks and systems for their level of vulnerability to threats, identify and assess any emerging vulnerabilities of Range IT systems.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: reviewing and analyzing execution of department programs to ensure maximum utilization of appropriated funds and manpower resources in supporting Fleet training and Test and Evaluation (T&E) activities. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is established in the Range Systems Department at the Pacific Missile Range Facility (PMRF). PMRF is the world's largest instrumented, multi-mission, multi-environmental, multi-domain training and test range capable of supporting subsurface, surface, air and space operations simultaneously. There are 1,100 square nautical miles (nm) of instrumented underwater range, 42,000 square nm of controlled airspace, and a temporary operating area of more than 2.1 million square nm. This makes PMRF a premier facility for providing range services for the live fire training of military forces of U.S. Navy, Joint and Allied Countries. These operations vary from single-unit to major exercises. Weapons acquisition programs conducting operational testing on PMRF include new missile and radar systems, hypersonic, and Integrated Air and Missile Defense. The primary responsibility is for maintaining the Confidentiality, Integrity, Availability, Authentication and Non-Repudiation of the PMRF Information Technology (IT) infrastructure through planning, analysis, development, implementation, maintenance, and enhancement of information Systems (IS) security programs, policies, procedures and tools. Assures all PMRF IT systems and networks are accredited in accordance with (IAW) DoN Risk Management Framework (RMF). Develops security policy and provides guidance IAW applicable regulations and directives pertaining to the management and maintenance of PMRF range networks and IT systems. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Recruitment incentives may be authorized to eligible new hires. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. PCS is not authorized. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Eligible DoD career or career conditional employees shall be granted statutory return rights to their former position for a period of 5 years if continuously employed in a foreign or non-foreign area provided by Executive Order 10895 and DoDI 1400.25, v 1230. Employees that do not exercise their return rights within five years are no longer eligible for return rights and will be treated as a local hire.
