Job Description

Huntington Ingalls Industries (HII) -Technical Solutions Division (HII-TSD) is currently seeking an Information Operations (IO) / Military Information Support Operations (MISO) Planner to support our US Army Pacific Command Customer G-39.

Essential Job Responsibilities

+ Develop MISO plans to include series development, product development planning and approvals

+ Support a team of multi-disciplined specialists in support of US Army Pacific (USARPAC) providing planning and coordination of Information Operations/Military Information Support Operations (IO/MISO) with all relevant organizations.

+ Assistance shall include day-to-day actions with various points of contact for INDOPACOM, Joint Staff (JS), the Interagency (IA), partner nations (PN) and USARPAC staff personnel.

+ Provide planning and targeting support to coordinate IO/MISO assessments

+ Provide subject matter expertise on the employment and coordination of influence related capabilities (IRC)

+ Monitor and analyze the information environment in designated countries to inform planning and detect measures of effectiveness

+ Perform complex analytical tasks for the assessment of inform and influence programs

+ Define and refine IO/MISO concepts of assessment, performance metrics and programmatic documents

+ Conduct research and develop information for understanding and coordinate regional assessments and issues into overarching global IO/MISO assessment plans and policies

+ Develop concepts of assessment for IO/MISO Annexes for Campaign Plans, Operation Orders, and Contingency Plans

+ Assist in the development of concepts of operation (CONOPs)

+ Prepare reports, presentations and plans required for periodic updates

+ Conduct briefings, prepare reports, presentations and plans required for periodic updates

+ Attend conferences, workshops, and meetings in support of the Command’s objectives

+ Support production of Annexes and Appendices to Deliberate and Contingency Plans

+ Participate and represent G39 in Boards, Bureaus, Centers, Cells and Working Groups (B2C2WGs)

+ Support IO/MISO Exercise Planning

+ Other duties may be assigned, as necessary.

Minimum Qualifications

+ 10 years’ relevant experience with Bachelors or 8 years’ relevant experience with Masters, or High School Diploma or equivalent and 14 years’ relevant experience.

+ 5 years of experience in MISO Operations supporting DIV level and above or equivalent

+ 5 years of experience developing assessment plans for IO/MISO programs

+ 5 years of experience evaluating the effectiveness of IO/MISO programs

+ 5 years of combined experience in performing tasks for MISO programs including the identification of target audience trends, analyzing target audience(s), distilling measures of performance, intermediate IO/MISO objectives, measures of effectiveness and evidence of effectiveness, and analysis of strategies to improve effectiveness of messaging

+ 3 years of planning experience using Military Decision Making Process (MDMP) or Joint Operational Planning Process (JOPP)

+ 3 years of experience working with a Combatant Command (COCOM), Theater Special Operations Command (TSOC) or equivalent level staff with duties including providing analyses, recommendations, and draft products to assist in the development of information papers, planning orders, Operational orders, analyses, estimates, and briefings for Command leadership and primary staff

+ 3 years of experience with duties involving the planning, coordination and deconfliction of DOD plans, operations, actions and activities

+ Valid US Passport

+ Clearance: Must have active TS/SCI clearance

Preferred Requirements

+ Bachelor’s degree or higher from an accredited university in Communications, Public Affairs, Rhetoric, Policy or related field. Experience may substitute in lieu of education.

+ Military Intermediate Level Education (ILE/CGSC).

+ 2 Years’ experience supporting USARPAC Information Operations.

+ 2 Years’ experience supporting USINDOPACOM Information Operations.

+ 2 Years’ experience as a USARPAC planner.

+ 2 Years’ experience as an INDOPACOM planner.

+ Experience working with Special Operations Command, Pacific (SOCPAC)

+ One or more staff assignments at the O4 / O5 level of complexity and responsibility or equivalent work as a government civilian or contractor
