Interdisciplinary Biologist/Environmental Engineer/Physical Scientist - Naval Facilities Engineering Command (Hawaii)

Summary

You will serve as a Project Manager for the Commonwealth of the Northern Mariana Islands (CNMI) Joint Military Training (CJMT) Program in the Guam Program Management Office (GPMO) of NAVAL FACILITIES ENG COMMAND PAC. This interdisciplinary position will be filled as a Biologist (0401), Environmental Engineer (0819) or Physical Scientist (1301). A Cost-of-Living-Allowance (COLA) of 10.28% will be added to the stated salary.

Responsibilities

You will create and manage project tasks to ensure quality NAVFAC products and services are prepared and delivered on schedule.

You will serve as functional manager and principal technical expertise manager for environmental matters related to the Commonwealth of the Northern Mariana Islands (CNMI) Joint Military Training (CJMT) Environmental Impact Statement (EIS).

You will conduct risk analysis to develop recommendations for resolution.

You will negotiate acceptable solutions to mitigate a wide variety of impacts resulting from the proposed action.

You will oversee the execution, priorities of work, and schedules within the NAVFAC Environmental Business Line in support of the CJMT EIS.

You will manage the National Environmental Policy Act (NEPA) for CJMT EIS.

You will provide authoritative advice on all matters within the area of environmental compliance, environmental planning, and environmental services in support of the CJMT EIS.

Qualifications

This position has a Selective Placement Factor for the GS-0819, Environmental Engineering series, which will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package if you are applying for this series. In addition to meeting the selective placement factor (if applying for the 0819 series) and basic requirements for job series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing, developing and completing National Environmental Policy Act (NEPA) processes and actions, including Environmental Impact Statements (EIS), for a major federal agency such as the Department of Defense; 2) Providing professional and technical leadership, oversight, direction and advice to stakeholders and project teams; 3) Applying knowledge of professional environmental engineering, or biological/physical science fields/disciplines to plan new approaches, resolve complex problems, make decisions, and recognize future needs to complete environmental impact assessments; 4) Coordinating with environmental subject matter experts related to natural resources, cultural resources, munitions, environmental compliance ( i.e., water, wastewater, storm water, solid waste, hazardous waste, noise, air) to resolve program issues and assist in prioritizing resources; and 5) Interfacing with high-level federal agencies, state and local agencies, and the public to discuss proposed operations and their environmental impacts. Education

Applicants for the GS-0819, Professional Environmental Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the GS-0401, Professional Biological Science Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position. OR B. You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. Applicants for the GS-1301, Professional Physical Science Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
