Summary

You will serve as a Telecommunication Specialist in the C4 Shore Infrastructure Planning Division of NCTAMS PACIFIC. THIS IS A DIRECT HIRE POSITION. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions.

Responsibilities

You will serve as Assistant Contracting Officer Representative managing the execution of the operations and sustainment contract for facility.

You will develop and sustain Internal/external Standard Operating Procedures (SOP?s) and training programs to ensure all personnel are adequately trained and continuity of operations is maintained.

You will analysis of monthly account for reimbursable expenditures against contract to ensure types, quantities of labor and level of performance is performing in accordance with the contract.

You will responsible/accountable for the operations and maintenance of varied network and support systems comprising the DoD Satellite Gateway Large Teleport and Multi-User Objective System (MUOS) facilities.

You will ensure contract deliverables have been met and certifies acceptance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Regulates policy, procedures, Standards and guidelines. Provides technical, and administrative management and operational solutions and recommendations to resolve problems associated with satellite communications systems, facilities and services. Evaluates, conducts, develops and produces technical design studies and reports to resent recommendations for improving utilizations of satellite communications assets. Manages the execution of all telecommunications Services Orders (TSO), Satellite Access Authorizations (SAA's) and Gateway Access Authorizations (GAA's) messages. Analyzes budget utilization and making recommendations for budget planning adjustment for POM planning. Education

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the

employee and the supervisor. 2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF specialty area in the DoD Cyber Workforce Framework (DCWF) in specialty area 411 role of Customer Service & Technical Support (Primary) proficiency level INTERMEDIATE. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service. The work requires standing, climbing, sitting, kneeling and various degrees of manual dexterity for long periods of time to inspect and test systems and equipment. The work may involve lifting and moving electronic equipment. You will be required to walk over rough and uneven terrain during inclement weather to inspect antenna systems and facilities. The work includes climbing exterior ladders and towers to gain access to work spaces and elevated equipment rooms. The work is usually performed in an office or building setting, however, it involves moderate risk associated with testing high voltage electronic equipment; inspecting building electronical, mechanical and structural systems; antenna structures and fields. The primary work area is adequately lighted, heated and ventilated. Extreme heat and cold weather conditions may be experienced when inspecting or testing antenna systems. Occasionally the incumbent is required to make field visits to examine existing conditions and installation progress. This position is covered by the Department of Defense Priority Placement Program.
