Position Title: Pathway of Hope Services Operations Manager

Supervisor: Divisional Social Service Director

FLSA Status: Full-time, Exempt

APPROACH MISSION STATEMENT: To provide targeted case management services to individuals and families who have a desire to take action, to change life trajectories and increase confidence for the future.

JOB SUMMARY: The primary role of the Operations Manager is to ensure the effective and efficient day-to-day operation of the services provided through the Pathway of Hope Services office in its provision of hope, recovery, housing, income, and community.

QUALIFICATIONS: Minimum of two years of experience in a supervisory or managerial role and a graduate degree in social work, behavioral health or similar fields. OR an undergraduate degree in social work or similar fields with at least five years management experience will be considered. Professional license or license in progress in the related field (i.e. LSW, LCSW, LMFT, LMHC, etc.) and experience with provision of or management of social service programs related to special or high needs populations (i.e. homelessness, seniors/elderly, COVID affected individuals and families, emergency assistance to needy individuals/families, etc.) is preferred. Demonstration of skills in motivational interviewing, case management, and knowledge of community resources with related populations. Must have strong interest and skills in working with others of diverse racial, ethnic, and socio-economic backgrounds. Must have strong skills in professionally managing multiple competing priorities and deadlines. Personal vehicle and valid Hawaii State driver license required.

ESSENTIAL FUNCTIONS:

Provide clear management of Hawaii Pathway of Hope (POH) service strategies in alignment with The Salvation Army mission, required funding source scope of services, and strategic POH efforts to provide hope, recovery, housing, income, and community to participating families.

Oversees and supervises the day-to-day operation of Hawaii POH Services and under the supervision of the Divisional Social Services Director, is a resource to the POH territorial office, as appropriate and as needed.

Provides daily supervision, orients, and trains case managers, interns, and administrative staff. Completes staff 90-day orientation evaluations and annual performance evaluations.

Sets schedule for staff coverage of daily operations and provides direct service to beneficiaries as needed and appropriate.

Contributes to ongoing program development and improvement. Provides input as well as feedback to the Divisional Social Services Director regarding needs of the programs, effectiveness of methods, and new approaches that might improve services.

Collaborates with other program managers/supervisors within the TSA continuum of care and corps officers to ensure quality services and continuity of care between programs/services/corps.

Oversees, administers, and provides training on the access, entry, and maintenance of the confidential recording and maintenance of financial assistances in “live” Excel records or other digital records Bridges and Others (WellSky), HMIS, etc., as needed and appropriate for the POH office and corps providing services to POH families

Ensures timely and effective implementation of case plan of each client and the timely accurate documentation of services on the Citrix data base, HMIS and relevant digital records Bridges and Others (WellSky) and hard files, as appropriate.

Ensures the timely and appropriate quality assurance record reviews and reporting of data such as in People Count, National Statistical System, and Bridges and Others (WellSky) for POH families.

In collaboration with the Divisional Social Services Director, compiles/generates related program reports for the Development Team, Advisory Board, and Funders, as needed.

Participates in quality improvement efforts, program development, and program evaluation, as needed, in accordance with case management best practices (including quarterly random record reviews) and annual review of compliance with standards in order to ensure program evaluation standards and funding source standards are met.

In collaboration with the Divisional Social Services Director, develops/implements/updates all Salvation Army policies and procedures (including corporate and professional ethics) related to direct services with beneficiaries/families, program administration/operations, and stakeholder relations within the continuum of care.

Develop appropriate network resource file, resource linkages and referral system, and direct service collaborations and partnerships with other community agencies, that will be useful to individuals and families being served.

Work closely and collaborate with other community service agencies when determining the appropriate agency to meet clients’ needs and assure a continuum of care.

In collaboration with the DSSD and Divisional Secretary for Programs, work with corps officers and program chaplains to facilitate willing families’ connections with TSA Corps or other communities of faith according to family preference.

Conducts staff, administrative and case load meetings.

Serves as a member of the Program Management Team.

Ensures that program staff, correctly, and promptly follow specified TSA procedures required for the appropriate handling of all Protecting the Mission, De-escalation, and Emergency Response Codes of partner treatment programs.

DESCRIPTION OF WORK ENVIRONMENT:

Most work will be indoors and occasionally outdoors. Attendance at trainings, both in Hawaii and on the mainland, may be required.
