JOB SUMMARY:

Aleut Management Services, a premier provider of operations and maintenance, logistics, engineering,

Information technology and construction services, is seeking an experienced Quality Manager

for the Pacific Missile Range Facility contract (PMRF) located in Kekaha, Island of Kauai, Hawaii.

JOB RESPONSIBLITIES:

+ Responsible for Aleut's overall quality management program for the PMRF contract.

+ Assure that subcontractors implement a Quality Management (QM) program which meets the requirements of the PMRF contract.

+ Provide personnel with the necessary management and technical expertise to ensure performance objectives and standards are met.

+ Incorporate quality concepts in all aspects of the operations, placing highest value on cost reduction without mission support degradation.

+ Promote the Range capabilities by providing the highest quality and most reliable production of Range Data Products.

+ Evaluate the production process based on a written plan and perform quality checks during production, and a methodology to adjust processes as indicated.

+ Utilize Electronic Data Interchange ( EDI) to improve the quality and timeliness of program management data, establish consistent methods, and streamline processes and procedures.

+ Provide periodic monitoring of required work tasks to provide quality checks on performance drivers such as internal processes, materials, employee skills, and equipment.

+ Investigate and provide corrective action during quality checks on performance.

+ Create a process for responding to Government complaints and communicating actions taken.

+ Execute a quality assurance program for the delivery of high quality data and operational excellence.

+ Perform quality control inspections as required by the program and maintain record of quality and completeness of work.

+ Recommend modifications to processes, diminish errors and expand data quality.

+ Coordinate the rework of non-compliant performance and efforts. Assure performance objectives and standards are met and specific requirements are accomplished.

+ Maintain a quality control program to insure satisfactory maintenance and operational reliability of targets and associated equipment.

+ Attend conferences and meetings to include, but not limited to, regularly scheduled staff meetings, administrative/coordination meetings, inspections and site investigations, and as otherwise requested.

+ Achieve quality contract services done right the first time, within the contract price, as scheduled, and without any safety mishaps.

+ Adhere to the accepted principles of the Performance-Based Contracting.

+ Perform additional responsibilities as required.

Required Skills

+ Demonstrated understanding of Quality Management Systems

+ Experience in root cause analysis and process improvement methodologies

+ Excellent organizational and multi-tasking skills.

+ Excellent written and oral communication skills.

+ Computer proficiency in Microsoft Projects, Microsoft Office Excel, PowerPoint, Outlook, and Word

Required Experience

MINIMUM QUALIFICATIONS:

A minimum of five (5) years of experience as a Quality Control Engineer or experience gained by performing specialized work closely related to range systems such as other engineering and scientific fields.

Required EXPERIENCE / TRAINING:

Experience with Pacific Missile Range Facility contract (PMRF) is required.

EDUCATION:

Bachelor's Degree in Civil, Industrial, Electrical, or Mechanical Engineering, Mathematics, Statistics or other related engineering and scientific fields, based on a four-year course of study from a U.S. accredited college, university or equivalent institution.

CERTIFICATIONS / LICENSES: N/A

SECURITY CLEARANCE: The QM Manager must have an active Secret Clearance.
