## Position Summary/Responsibilities

Job description:
The Functional Lead role is to lead a team of Business analysts for the Medicaid E&E; M&O; and be the main interface with the domain experts on the client team. The ideal candidate for this position must be willing to develop extensive business requirements and assist in driving requirement discussions with business and technology stakeholders and work with the Development manager and the Operations manager.
Responsibilities include:
* Be the primary interface with the client domain team.
* Manage and guide the BA’s on the M&O; team
* Assess the impact of planned development on existing systems, identifying risks and roadblocks.
* Manage those requirements throughout the entire product development process.
* Assists in planning and designing business processes; assists in formulating recommendations to improve and support business activities.
* Assists in analyzing and documenting client's business requirements and processes; communicates these requirements to technical personnel by constructing Use Cases following the RUP methodology.
* Participates in meetings with clients to gather and document requirements and explore potential solutions.
* Participates in technical reviews and inspections to verify 'intent of change' is carried through phase of project.
Skills and experience:
* Experience managing a team of BA’s and Testers
* Medicaid domain experience is required.
* Attention to detail
* Good judgment skills
* A good understanding of the software development process
* A good understanding of the business approach
* Previous experience with Use Cases
* Excellent written, verbal and organizational skills
* Ability to work in a team and as an individual
* Ability to communicate with technology teams
* Ability to work under pressure and to tight deadlines
* User knowledge of the technical applications (e.g. SQL) is a plus
* Experience using HP ALM for requirements management is preferred.
