**Job Summary**

AECOM has an opportunity for a highly qualified candidate as a

**Deliberate Plans Analyst** to provide research, planning and analysis support to the U.S. Pacific Command (USPACOM) in

**Camp Smith, Hawaii** .

USPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USPACOM Area of Operations; Concept Plans (CONPLANs); and Operational Plans (OPLANS) in order to ensure the Combatant Commander is postured to rapidly respond to these types of contingencies.

This Deliberate Plans Analyst will:

1. Support USPACOM with a comprehensive and integrated analysis of plans, concepts, assessments of all operational aspects of war plans and the operations, action and activities (OAAs) contributing to their overall synchronization. This analysis will inform adaptive planning and will provide recommendations for Time Phased Force and Deployment Data (TPFDD) management. Additionally, this candidate will support analysis that shapes country assessments, plans assessment, and coordinating actions in regard to CONPLAN/OPLAN development.

2. Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts and plans, distilling that research into recommendations for country plans as well as implementing changes to, planning for, and coordinating actions in regard to TCP/TCO, OPLAN/CONPLAN development.

3. Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption.

4. Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.

5. Review, assess, compile and coordinate documentation for planning developments and requirements at the Geographical Combatant Command level; preparing USPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense for Policy (OSD-P).

Perform all other position related duties as assigned or requested.

**Minimum Requirements**

**Minimum Requirements:**

+ Must have a Bachelor's degree.

+ A minimum of 10 years of experience supporting the DoD, including:

+ 5 years' experience in military operations.

+ 3 years' experience working in military plans and JOPES.

+ 3 years' experience in a senior military staff office (Service HQ, Combatant Command, OSD, JS).

+ Must be a U.S. citizen.

+ Must have an active Top Secret security clearance with SCI eligibility.

+ Knowledge of the Indo-Asia-Pacific region.

+ Experience conducting research on a range of topics and functional areas.

+ Experience in operational and/or strategic levels of DoD planning and/or execution.

+ Excellent oral and written communication skills.

+ Proficient at authoring analytical and/or policy documents.

+ Proficient in Microsoft Office applications (Word, Excel, PowerPoint).

**Specialized Knowledge and Skills:**

+ Knowledge of the planning continuum to include the Joint Operation Planning and Execution System (JOPES), Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).

+ Theater knowledge and advanced joint planning skills to shape and deliver the desired plans.

+ Detailed knowledge of USPACOM policy and strategy and a thorough understanding of USPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests.

+ In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP).

+ Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval.

+ Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.

+ Ability to use state of the art computers and demonstrate skill in using integrated software (e.g., MS Office suite).

+ Master's Degree from an accredited college or university or Graduation from a military command and staff college.

+ 10 or more years of experience in military plans.

+ 5 years’ experience working in the PACOM AOR.
