**There is one position that will be assigned within the State of Hawaii, located in either Hilo, or Honolulu, Hawaii.

**Hawaii has a COLA (Cost-Of-Living Allowance.) Honolulu's current COLA is 10.99%. Hilo's current COLA is 5.08%.****

**Major responsibilities include:**

This position is unique to the area serviced by the Hawaii Farm Service Agency (FSA) State Office. The incumbent of this position is the State Office authority and Agricultural Program Manager for Conservation, Biomass Crop Assistance program, Emergency Conservation Program, Conservation reserve program and the Tree Assistance Program, Risk Management, compliance, Payment Limitations, Program Appeals, Aerial Compliance, Price Support including Farm Storage Facility Loans, Common Management and Livestock Disaster Programs, Livestock Forage Disaster Program, Livestock Indemnity Program and Emergency Livestock Assistance Program. Major responsibilities include planning, coordinating, directing, and administering these programs assigned to the Hawaii State FSA Office and Pacific Basin FSA Offices and carried out through County committees (COC) and County Offices. This position interprets regulations and legal requirements; provides guidance to operating staffs in multicultural, multilingual, politically diverse environments; analyzes and evaluates claims for indemnity under the Non-insured Crop Disaster Assistance Program (NAP); develops state policy and procedure; and provides leadership in the State Office automation functions as they pertain to the programs.

### Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

**Time-in-grade:** Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g, one year at the GS-12 grade level for consideration for the GS-13 grade level)

**For the GS-12 level:** One year of specialized experience in the agricultural field equivalent to the GS-11 grade level in the Federal service or private sector that demonstrates reviewing, administering, and applying laws and regulations governing commodity and/or agricultural credit programs. Knowledge of farming practices and customs in the United States, understanding of the economic needs of farm communities and of current State and Federal agricultural trends to evaluate effectiveness and impact of program regulations; and experience maintaining effective relationships with representatives of public and private organizations, farmers' associations, and others, and to provide guidance, interpret regulations, programs and policies affecting them.

**For the GS-13 level:** One year of specialized experience in the agricultural field equivalent to the GS-12 grade level in the Federal service or private sector that demonstrates directing, planning, administering, and reviewing programs that demonstrate knowledge of the laws and regulations governing commodity and/or agricultural credit programs and of the particular application of national policies and objectives at the State level; understanding of farming practices and customs in the United States, and of the economic needs of farm communities at the State level; knowledge of current State and Federal agricultural trends; and ability to establish and maintain effective relationships with representatives of public and private organizations, farmers' associations, and others, and to interpret regulations, programs and policies affecting them.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
